The Deregulated Electricity Market
At the end of October 1995, the Swedish parliament voted by
a large majority to introduce a new Electricity Act from 1
st January 1996. Under the Act, electricity is to be traded
competitively, monitored by the Swedish Competition Authority,
The actual trade in electricity will be separated from the
transmission system, which will remain a regulated monopoly.
Transmission tariffs are monitored by the Transmission Authority,
which is part of the National Board for Industrial and Technical
Development (NUTEK).
In January 1996 the existing Norwegian Power Exchange was
opened to Swedish suppliers. At the same time, the Norwegian
Statnett Market opened an office in Stockholm. By the end
of February, there were 24 Swedish utilities (out of 112)
on the joint Swedish/Norwegian spot market. The Swedish Grid
Company is responsible for the- Swedish grid and the Norwegian
Grid Company for the Norwegian grid.
